“VAT included” but the buyer gets a customs bill: what should you check?

First identify the charge. VAT, customs duty and a carrier’s clearance fee are different items.

Source checked:

Timing: Official consumer/customs guidance checked 24 October 2026; an individual bill still needs its own evidence.

Does this affect my business?

Sellers shipping goods from outside the EU when a buyer reports an additional import or delivery charge.

What do we know?

Name the charge before giving an answer. Dutch Customs explains that import-related costs can include VAT, duty, excise and handling charges. A buyer’s phrase “customs fee” may cover several of them. Ask for the actual notice, not only the total amount or a screenshot saying VAT was included.

Check the order’s tax and transport route. Compare the checkout invoice with consignment value, dispatch origin and the carrier’s declaration. For eligible IOSS goods, check through the platform/carrier whether the necessary tax data was transmitted. Do not ask the buyer to publish a confidential IOSS identifier.

Resolve the right problem. A duplicate VAT issue, unpaid duty and a carrier administration charge can require different explanations and remedies. Ask the party that issued the charge for its basis and follow the seller/platform refund process where relevant. Product-safety representation does not itself identify which party agreed to pay a delivery bill.

Start with these checks. You may already have what you need.
