EU parcel product identifiers: prepare the data you already hold
Connect your seller SKU, manufacturer model and any standard identifier before the 1 November requirement.

Timing: Enforcement starts 1 November 2026. Confirm national-system and carrier fields before submitting data.
Does this affect my business?
Businesses sending distance-sale goods from outside the EU in consignments with intrinsic value up to €150, and their customs/logistics providers.
What do we know?
Check the transaction scope. The Commission’s guidance describes the requirement for distance-sale imports in consignments up to €150, mainly B2C. This is distinct from changing VAT registration or appointing a product-safety representative. Buying a barcode alone does not complete the customs data.
Match the identifiers. C127 identifies the merchant’s product; C128 is the manufacturer’s non-standard identifier; C129 records a standard manufacturer identifier when one exists. Record the actual values for the correct variant. The guidance provides Y081 where no standard identifier exists; it does not replace the merchant and manufacturer identifiers.
Let the declarant map its system. Commission guidance and Dutch Customs show that national implementation fields need attention. Give your carrier the product mapping and ask how it expects Y081, bundles and unusual products to be submitted. Use any specific administrative tolerance only after matching its product and commodity-code conditions; do not copy a placeholder to every SKU.
Start with these checks. You may already have what you need.
| Question | What to check | Useful next step |
|---|---|---|
| Which of my shipments are in scope? | Sale type, dispatch origin, consignment intrinsic value and declaration route. | Ask the customs provider to identify affected flows. |
| Can I map each variant accurately? | Merchant SKU, manufacturer identifier and existing GTIN/other standard ID. | Reconcile catalogue and supplier records. |
| Will the carrier transmit the correct fields? | National-system format, missing-standard-ID code and any special conditions. | Confirm the mapping and a sample accepted submission with the provider. |
